The treasury publishes a name and nothing else — no identifier, no type. This grouping is ours, read off the name: people are recognised by the given names that repeat thousands of times in the register itself.

Half the names cannot be classified with confidence — but they hold only 14% of the money. “Undetermined” is a real answer, not a gap.

Salaries and pensions through a bank AIS reading

Salaries, pensions and economic assistance reach people through the bank where they hold an account. In the register they look like payments to the bank. They are not: the bank does not keep them.

This distinction is ours, not the treasury’s: we recognise the bank by its name and the purpose from the category the treasury itself publishes. Bond interest to the Bank of Albania stays visible — that is a real payment to it.
